You can get a "Carnet De Passage" for travellers to temporarily import a car to other countries. It's sort of like a passport for a car. I don't think the US requires one though. Some countries do not.

These were one of the darlings of the "Hot 4's" scene of the mid 90's in Australia. Now loads of people are getting all gooey about these cars and the values or survivors are rising.

Plate scanners are used here in Australia to check for outstanding fines and expired registrations just like you described Dreamspawn.
