I think the difference would be in the mindset going into a traffic stop. For a cop a traffic stop is an interaction that can lead to a bigger crime, maybe a drug bust. So they go into it with that outcome in mind where a DoT member without a gun goes into it to write a speeding ticket or a fix it for a burned out…
