It’s ALWAYS been for revenue. There really isn’t much need for plates or actual paperwork in cars at all at this point. RFID chips in cars and RFID readers in cop cars would give all the ID needed. 

My state requires front plates. I just don’t put them on. At least on my sleeker car. F that.
