My - admittedly - limited understanding of nuclear protocol, even for the Russians, is that they would first target US ICBM sites and radar stations. In formal military operations, indiscriminately killing non-combatants doesn’t really serve any purpose.

Well, Excel can hold about 1,048,000 records... but it’ll be a horrible and soggy POS. Not even sure what the point would be... worlds easier to get out of Excel and start coding at that point.

Think of these investigations and reports more like investments into future that prevent rampant fraud, waste and abuse: it stops the current fraud from growing any larger, then it sends a message to other people in government that they can’t get away with this kind of stuff.

Contrary to your statement, we’re not looking at averages ... we’re looking at medians.
