I mean, even techs use the analogy to explain bandwidth (https://zoompf.com/blog/201…, for example). But the entirety of the speech does make pretty obvious he was only briefed on how the Internet works by a Comcast lobbyist ten minutes prior.
For someone with a very elementary knowledge of technology, it's not a terrible analogy. It was just used to defend terrible legislation.
