Austin is a much more developed area than whatever podunk town you live in. Besides the businesses that only do fingerprints, you can walk into any gun shop and usually be fingerprinted right away.

In jobs that would be working with children (presumably kids could be in a car) or other protected groups, it is standard practice. Additionally, some industries require it for all employees (I think the gaming industry has it across the board).

If they want to run a taxi service they should follow the same rules as everyone else.
