My guess is, Whitman's more expensive to hire than Monroe. Think about it: Whitman has been doing big-time productions since she was a child actor in the original "Independence Day" and has a steady comedy career, while this is by far the biggest thing Monroe has ever done.

Truth be told, the only 2D side-scroller I've played in recent years was Cave Story. I prefer 3D games like most people do, just not the bad ones.
