If your second paragraph is to hold true, then why should excessive snowy seasons always threaten or deplete a salt supply? There may be a finite amount of salt that a municipality can have, but shouldn't they have contingencies in places for building more storage facilities?

I don't think anyone should debate that point at all, but it's entirely relevant in that this all comes back to the level of preparedness than any given region has.
