Ghost Of Tsushima is proof that compression and optimization isn’t “worthless” in this modern era as some people say. This is dev time allocated appropriately, and makes a better game because of it.

Seeing as how that game was also on N64, the Dreamcast might have had enough RAM to simply load the entire game without having to read off the disc again. I know the original Animal Crossing on Game Cube was like that, since it was originally an N64 game.

The Dreamcast was always pretty good about load times. Plenty of games had them, but more often than not I found myself impressed by either their absence or speed.
