Essentially, yes. It's just important to create a distinction between that and, say, the Call of Dutys and Assassin's Creeds of the world, which are almost always rushed out the door to meet an arbitrary annual release date. It's very fortunate Turn 10 doesn't do that.
They have been in an every-other-year release schedule since Forza 2. They've got it figured out. Forza is an annual series because the Horizon games are produced by Playground Games, while the Motorsport entries are Turn 10.
