In the context of the speech he gave, the statement that all lives matter wasn’t intended as a response to devalue the Black Lives Matter movement. All lives mattering was literally a point he was talking about as part of the speech.

What he had going for him during the Obama administration was that his issues with personal space were less immediately offensive than the alternative of voting for McCain or Romney, especially in the absence of any concrete assault accusations.
