That chart is per-100,000. It literally means that of 100,000 white folks in jail, 200 die in jail. Of 100,000 black folks in jail, 89 die. So that corrects for what you’re looking for. It doesn’t belie a conspiracy against whites. You’d have to see the all the data: age distribution, natural causes, etc. Guessing

Yes, that is exactly what it says. A white person in a local jail cell is more than twice as likely to die as a black person.
