The issue with commuting with an ultralight is that they can’t fly in Class Bravo or Charlie airspace (basically airspace near big or medium sized airline airports). For example, SFO is Class B, SJC and OAK are Class C.
Pretty much all major cities are covered by Class B or C airspace, ruling out the use of ultralights.
