Not exactly. If you want to catch them in Galar you need the expansion, but you can still move them from other games if you dont buy the expansion. I assume you have to use Pokemon home to move them over.

The old species are being added in a free update. You’ll be able to transfer them from old games or receive them in trades. The only thing you have to pay for is the areas where you can catch them.
