I don't think it's "filler" so much as exposition and history, which so far the show has done a very good job of boiling down. No, they're doing a great job in making Cersei proud and angry but also vulnerable. I appreciate that they're starting that kind of character development for Cersei now, because it would be strange if they painted her as a straight-up evil queen and then all of a sudden in S4 started making her sympathetic.
