The Doctor is British because the show is produced by the BBC. He could be American, but they might alienate their fanbase. The only reason fans are opposed to the idea of a female Doctor is because straight white males like being catered to, and a female Doctor or a gay Doctor or a black Doctor might make them feel…
It's not necessary, and it will probably never happen. But why does that mean we can't indulge in thinking about it? The fact that people are so opposed to even the idea is pure sexism.

Have you seen her in anything that's not a Tim Burton flick or a HP movie? She definitely gets typecast in the "gothy" roles, but she's done plenty of more serious, toned-down work that is very, very good.
