That seems weird. My brother and dad recently visited from South Africa. Since the customer support is better in Canada they decided to see if apple would do something about their damaged iPhone 4's (not 4s... multiple iPhone 4 phones)... they did not get an upgrade. They got the 4 as a replacement in both cases.
