Ya... Once after a Jet Blue flight I found a man’s toiletry kit in my suitcase. I thought initially my digital camera batteries had been stolen, because the accessories bag they were in had been emptied, but they were just scattered in the suitcase. I carried the camera with me.

I think you might be under estimating the draining effects of the constant hardship & abuse involved in low income jobs. Plus if someone’s using public transport & cobbling together 2 or more low wage jobs, they DO have a lot less time.
Right - canned or frozen is generally the best you can do.
