We bought our teenager a 2015 plug in Prius with c. 100,000 miles for about $12k in May, not sure what it would be even a few months later. He can only go 10-12 miles on all electric, but that still covers school and back, then the 50+ mpg if he does need gas is nice on the budget.

We bought another car in May due to the kid on the other end of the spectrum- new driver. We bought a used plug in Prius. Completely practical, not a hot commodity. Paid more than we'd hoped to spend, but still well within budget.
We just bought my soon to be 16 year old a 2015 plug in Prius. It has an electric range of 12 miles, but school is less than 4 miles from home. He might need a bit of gas for any other driving, but cost should be minimal and it will be a lot harder to get into trouble in a Prius.
