I would guess it was because in case of an emergency (i.e. passing a truck on a 2 lane highway and there is an unexpected oncoming car) you really need the extra speed, and if your car gave out you’d have a front end collision. Just a guess though

I would guess it involves the recent shift from analog controls to digital. For something that used to have a direct effect moving to having it set off a computer algorithm things can go wrong.
