I think the main article should have had a comparison picture like this.  I was looking for it in the original text but nothing. 

We dont have to make it perfect to make it better. GVWR is an indication of that the vehicle can carry. This is better than a flat rate for everyone even if it isnt perfect. Plenty of other things are based on GVWR or vehicle class today.

Thats cheap! That wont last forever. EV owners should enjoy this rate while they can.

So make it NON-linear based on GVWR. Nothing that you said means using GVWR as a basis would not work

The friction coefficient of the wheel surface where it mates to the lug nuts would also play a role. If a spec was required or assumed but not met, that would have to be corrected or accounted for.
