It's not just apartments, it's any home with off street parking. Many townhomes, condos, row houses, and even some single family homes have no easy way to access charging at home. I think writers like this forget the variety of housing situations we have in the US. 

The lack of infrastructure plus the effect of cold weather on EVs are major detractors. Motor Trend just posted something about their experiences which confirms a lot of what my friends with EV have said:

You’re forgetting that human sensors are interpreted by a human brian...the cameras are connected to a computer. Big difference.

I have zero faith in the ability of a car to determine true road conditions in sever weather. Up north, where we get below zero temps, the road can “look” just fine, while hiding black ice. A car will not be able to tell that.

A true level 4/5 system is probably going to require leveraging an ‘all of the above’ approach to paint a more complete picture of the surroundings. None of these systems (optical, lidar, ToF camera, radar, etc) seem sufficient on their own, for reasons you’ve already touched on.

Yep. My VW GTI has camera based automatic brake assist, and it doesn’t take a whole lot of active snowfall before it notifies me that the system is deactivated due to the camera not having a clear enough view. Stuff like that reinforces my agreement that Tesla is simply allowing a lot more risk with their automation
