Two years ago, my friend's younger brother bought an obviously stolen Jimmy for $400 and then took two different plates off his neighbours cars. He was 14 at the time. I'm not sure if he got arrested or something, but it didn't end well.

Similar things happen at my old highschool. People driving to school without licenses, insurance, even a registered vehicle. This is out in the country though, so it's not the craziest thing that happens on a regular basis.
