There is still a lot of money working against pot. Drug enforcement money and lobbying from competing interests (alcohol and pharmaceuticals) are two big ones. Also the general political rhetoric that pot is bad and people who smoke pot are bad blah blah blah. It’s more nuanced than this, but not by much.
