I don't recall them being presumed lost. They sent up the balloon beacon last year to see if any other stations (as well as Clark/42) responded, I see no reason to think Arkadia gave up on the other stations, only that they were pre-occupied by war with Mt. Weather and betrayal by Trikru/Lexa.
