It’s for white people. It’s so they can point to them and go “See, Trump isn’t racist. Black people love him.” It’s so they can justify their support of a white supremacist. 

That’s the blue print. Appoint someone who is incompetent or hates the very idea of the department. Cut theior funding, run it into the ground, then say “look what a terrible job the government does! It needs to be privatized!” Then sell off the department at a bargain basement price to a crony.
