The proposed plan addresses this though. The credits are tiered based on a number of factors. Union or not, Built in US or not, containing 50%+ US parts.
It’d make more sense to tie it to compensation, benefits, and working conditions than the mere existence of a union.

1st gear...if you have to pay people to buy something, it’s clear they don’t want it. EV’s won’t catch on until Americans find them to be substantially better than what they already have, which, sorry my friends, EV’s still have a ways to go.
But that less maintenance comes at a HUGE up front premium for the battery.
Since we’re doing anecdotal evidence, I’ve owned 4 EVs (3 non-Tesla), and done trips with all of them, several between 700 and 1500 miles, and I’ve never once waited to charge.
While they might be hurting their own health, the kids will literally not be affected by this. There have been 6 deaths in all of IL for people under 20 years old.
