The Kyurem versions are technically not listed as new numbered Pokemon since they're considered "formes". There are other Pokemon with alternate formes, like Giratina, Meloetta, Deoxys, and Shaymin.

It's not much different than what has happened in every other generation before.

I'm sure they are. The number 300 refers to the number of Pokemon listed in the Unova/Isshu Pokedex, but not the number available in the full Pokedex. Most likely, the player will have to beat the Elite Four, etc. to unlock the rest of them in the wild.
