P4A competitive scene is larger than Skullgirls if you factor in the Japanese crowd. I'm not very familiar with the Skullgirls scene but I definitely see more general noise/streams/tourney notices for P4A than Skullgirls.
The game actually managed a pretty significant hold in the fighting game community. ASW did an excellent job making sure that the game stood well on its own, and that it was not duplicative of other fighters (for comparison: Injustice == Mortal Kombat with DC skins).
First a warning about entering competitive fighting game scene via Persona 4 Arena — this game has some features that are intended to make it accessible to beginners, but you need to be aware that competitive P4A play is actually very technical in terms of execution, reading, matchup specifics, and advanced techniques.
The number one issue with the argument of "There is this problem, why are they wasting money on this other thing?" is that that money would never go to help those children anyways.

As a person with moderate Japanese skills but a series lack of literacy when it comes to Kanji, I've found that the Vita is my GREATLY preferred platform over the PSP due to the more detailed levels of the font.
