Thank you. All the definitions I could find were basically referencing behavior that did not fit at all with what was written here (like someone on a bad trip, out of control, etc.,). Because it fit I thought it might be shorthand for “on a tear” or “on point” (or something close to it) but was not sure.

Not that adds anything but the “... chewing-with-her-mouth-open-while-leaning-waaaay-into-your-ear-for-what-feels-like-forever ...” first made me wonder if the waitress was for some reason tasting their food for them (I assume she is chewing gum, which I have to admit I think is kind of weird for a server to do).
