I think you are misreading the passage. The author is not denying the existence of magic in Middle Earth. He’s specifically calling out the necromantic type of magic that’s in the game, not magic in general.
It is definitely possible to perform this “in the wild” without tilting a machine. Obviously tilt bob settings vary widely from operator to operator and machine to machine, and on a more sensitive machine you wont be able to, but I’ve played routed machines where the tilt was functional but you could still get away…
