That is a good point; my anecdotal experience is that vacant malls sell cheap relative to similar-sized properties, occasionally just for the price of whatever backtaxes are owed, but it could dissuade buyers if purchase plus rehab costs were beyond new-build. I love this idea, it's absolutely brilliant. Could we not do the same in the US by repurposing our vacant malls? With some relatively minor modifications, you could somewhat easily make it a self-contained city with good access control and all manner of services.
