I think this would involve upgrading more than just the light poles in parking lots, I doubt the existing wiring in parking lots is sufficient for the added power draw. Streets are likely a mixed bag depending where they are.

We have been approached by photographers/hunters/others before, our answer usually depends on our gut reaction to the person. If they took the time to ask, seemed decent, then more often than not we said yes.
