I believe it's generally accepted that the decline started with the 2007-2008 writer's strike, an uptick happened in season 5 and since then it's been all diminishing returns since then.

I'm working under the assumption that the 2009 - 2010 Thursday night lineup, the closest NBC came to doing something right in the last decade, will all be done after this year. 30 Rock and The Office are confirmed, P & R might squeak by and Community is all but given up for dead on Fridays.
