That is not true. In my area the only HOA’s are in Town home complexes. there may be city ordinances that you must obey but not HOA’s.
The problem is that is impossible in almost EVERY part of the country. If you live in any city that has a modern subdivision, by modern I mean built in the last 50 or so years, the mid early 70's is when HOA’s and restrictions started becoming common, they are going to exist

Former RE agent here. If your agent tells you there are no homes available without HOAs, find another agent.
They’re already living in Florida. The HOA is a minor mistake by comparison.
The first criteria I give to my RE agent is no HOA. I have never been told that there were no houses available. My houses I bought were all built within the last 30 years.
