Problem is, you need to convince the average Wisconsin hillbilly to pay the extra taxes. Their aren’t enough people in Madison and Milwaukee to cover it.
Having worked in the disposal industry I can tell you that even the very large companies are “Soprano’s” style crooked and a great deal of recycling ends up in the landfill.

This reminds me of my first week in London for University. I was at a shop and there was some American freaking out that the drinks weren’t cold enough and that there weren’t any cool ranch Doritos. After that I tried my best to pretend I was Canadian.
