My comment wasnt specific to nuclear, but all power generation facilities. If they defer the maintenance, they do so at a huge risk to their pocket book.

They can only fit so much maintenance into outage scope (i used to be a nuclear field engineer doing the maintenance you speak about) based on human resources and power demand in the spring and fall. The site takes the risk to defer maintenance which could cause unplanned outages which cost
