Perhaps if prostitution were legalized, and every customer had to sign a contract agreeing to certain ground rules, we’d be better able to control this problem. No, you wouldn’t get rid of bad guys per se, but you’d make it one hell of a lot easier for sex workers to come forward without fear of punishment.
