No flour (or other grain) may be used, with the exception of matzo-meal which is already baked matzos ground up (yum.) Nevertheless, since no baking is involved, this might be the solution.

Do you think it might be possible to substitute the flour with something else? I’ve often thought that a pasta made from potatoes would be a great recipe for Passover.
