No flour (or other grain) may be used, with the exception of matzo-meal which is already baked matzos ground up (yum.) Nevertheless, since no baking is involved, this might be the solution.

Do you think it might be possible to substitute the flour with something else? I’ve often thought that a pasta made from potatoes would be a great recipe for Passover.

I have a family of four, and do nearly the same thing. This system works as long as you keep certain basics always in stock. For me, caned tomato, Chicken & Veg broth or stock, eggs, pasta, rice, etc. Having a large freezer and vac bag system helps too.
