I see it as just another cynical political calculus - do it now, before she has to start campaigning in earnest in 2020 and Trump puts her on the spot. It was absolutely tone-deaf, but I think she’s banking on our inability to maintain focus on anything for very long and it will not affect her 2020 chances.

The apparent strategy is to get this faux-outrage out of the way now, so it can’t be whipped up into a wedge issue during the 2020 elections. Basically to kneecap Birthers 2: Electric Boogaloo before it can really affect her campaign.
