Your idea is fine, and I say that with no sarcasm, but this is the NFL. Their implementation of it would be handled so poorly that it could very well cause the earth to spin out of orbit and fly directly into the sun.

I know the NFL rulebook is already convoluted enough, but should they add some way for the officials to make tentative calls in situations where the official is unsure of whether to blow the whistle?
