The fuck are you talking about? 60 hours is the amount of time big program players spend ‘working’ on football - practice, recovery, travel, etc.. Thus making it difficult bordering on impossible for many of them to attain any kind of education, much less one in a meaningful program (ie not ‘sports kinesiology’).
