Sometimes that’s just what it takes to move bureaucratic gears. I had several instances during my undergraduate in which a call from my mother seemed to do more than any amount of form-filing or requests or emails on my part.
I didn’t have anything that severe, but when I was a sophomore the door to my dorm room wouldn’t lock. I notified the RAs, the student housing office, eventually security, and no one did anything. After three weeks my mom found out, called the school, and people were over to fix it in thirty minutes.
Schools regularly sit on their asses until parents are involved, even colleges, because a lot of the time college aged adults are still not financially independent. Sometimes you have to know when to call in the Calvary if you can.
Not only did I have a similar experience (in terms of administrators being uninterested until parents get involved), but college students... They might be legal adults, but most are adults in pretty much no other way.
