Refusal of service is allowed on any grounds other than for discrimination based on protected classes, ie, race, religion, nationality... Political affiliation or publicly stated political beliefs are not protected.

I don’t know the law in Virginia specifically, but typically a business can refuse to serve someone for any non-discriminatory reason. You can’t refuse to serve someone because of their race, religion, gender, etc, but you can refuse service to anyone because they’re an asshole.
