I read that line in the review to mean that the author felt Hanzee's actions were borderline justifiable, rather than how Hanzee as a character would have felt about them. If it was the latter then it makes sense, given his history/personality. But I didn't/don't read it that way.

When looking back on The Shield through the lens of their later work, it is easy to see where Sutter was involved (mostly with the grim and grisly content).
