Field amputations, while uncommon - very uncommon - can be done when needed. If someone is trapped by a limb and the limb is severely mangled and they are in decompensated shock you may have to make the call to apply a tourniquet above the injury site and amputate to protect life over limb.

This is fairly common, a full shut down is less so. I recall something around a dozen full closures in the last few years as ice falls off the towers and cables on to the roadway.
