First, my comment was in response to someone proposing "what if Incognito sent this meme." That's what I was responding to, and since it never happened, it's the fiction part. (Reading is fundamental!)

In the context of this discussion there are two situations. One of them is real. One of them never happened. As someone who allegedly loves context, I suggest you take this reality/fiction bit under consideration.

Hell, it may even keep it order by discouraging a free base. You DO have a reason to keep the runner close in that situation.
