Given how poor the writing in Outer Worlds was, this almost seems like an improvement, even though it is STILL quite bad. I am still sore over the fact that a game helmed by Tim Cain and Leonard Boyarsky managed to be this unremarkable. Yet another evidence of how crucial good writing is to RPGs like this, I suppose.
I can certainly understand that. The US is a very large country, after all. My country is also fairly big, and dealing with out of state judicial measures can be quite inconvenient sometimes; I assume different legal systems per state would add another layer of complexity.
