Good point about Iron Heights. I still feel like Star City is north of Central City, but you're right that in the Berlanti-verse, they're in the same state.
From reading comics, I always thought of Central City as an analog for a Midwestern city like St. Louis or Kansas City. Coast City = either San Francisco or San Diego; Star(ling) City = Seattle. Etc.

Waller is formidable in the comics and in the DCAU. But she wasn't formidable in the Berlanti-verse. Sure, the show *told* us she was ruthless, but she rarely came across that way. She was a poor man's Nick Fury and a plot device — and not much more.

Hmm. I think the showrunners pushed Ollie-Felicity only after their attempts to push Ollie-Laurel failed so hard. Ollie-Laurel was Plan A (it's the default relationship from the comics); if they had cast Lotz to play Laurel, they might've been able to stick with Plan A for longer.
I hear you. I suppose we could chalk that up to the events of this pilot taking place at some point before the winter finale of Arrow. Note that when Palmer ducks into Star City to chat w/ Ollie, Ollie is fighting random goons, and isn't as obsessed/bent on revenge as he is in the Arrow spring premiere.
I wager that Berlanti & co. realize that they probably should've cast Lotz to play Laurel Lance to begin with. They were smart to use comic-logic to resurrect Sarah, if only to give the great Caity Lotz more to do.
Lotz, Miller, and Purcell are off to a strong start. I agree that they're the best part of the pilot. Renee and Darvill show promise; and Garber is a veteran, who will do fine by whatever material he's given.
